Firearms Applicant Instructions

In New Jersey, the requirements for the purchase of Firearms are defined in the Code of Criminal Justice, (Title 2C), Chapter 58, Section 3.  In this Chapter, the rules that govern the application process, the investigative requirements, and the issuance of a Handgun Purchaser Permit and or a Firearms Purchaser Identification Card, are articulated. 

In short, paragraph c of this Section stipulates that "No person of good character and good repute in the community in which he lives, and who is not subject to any of the disabilities set forth in this section or other sections of this chapter, shall be denied a permit to purchase a handgun or a firearms purchaser identification card,..."

If you are a resident of Stillwater Township and desire to obtain a Handgun Purchaser Permit or a Firearms Purchaser Identification Card, you may visit the Stillwater Township Police Department to obtain the forms necessary to apply for the document that you desire.  Since this will require you to return at a later date with the completed Applications before the process can begin, you may also download the necessary application forms from the New Jersey State Police website and bring a completed Application with you, (along with the required Money Order), to avoid having to make multiple trips.  If this is your first Firearms related permit, a certified check or money order in the amount of $60.25 will be required to process your application.  If you have been fingerprinted for firearms purposes in the past, a certified check or money order in the amount of $18.00 will be required to process your application.  In both cases, the check or money orders should be made out to the Division of State Police-S.B.I..  Once the completed Application has been submitted to our agency, a background investigation will be initiated, and you will be contacted with the results when the investigation is complete.

While Paragraph f of Section 3 indicates that permits shall be issued in 30 days for residents of the Township, and 45 days for nonresident applicants unless good cause for the denial exists, it is common for the process to take up to 6 weeks or longer.  The Stillwater Township Police Department will not issue a Handgun Purchaser Permit or a Firearms Purchaser Identification Card until all references letters have been received, and the Applicant's fingerprint or "Name Check" submission has been returned from the New Jersey State Police and Federal Bureau of Investigation.
